A drone struck a cooling tower at Russia’s Kursk Nuclear Power Plant early Thursday, September 17, according to the International Atomic Energy Agency, in the most serious confirmed hit on an operating Russian nuclear unit since the war began. The incident landed three days after President Donald Trump said Ukraine and Russia had agreed to stop attacking energy infrastructure — a claim neither capital fully confirmed, and that energy markets have already treated as dead.
The IAEA said Friday it had been informed that “the cooling tower of a reactor unit of the Kursk Nuclear Power Plant in the Russian Federation was hit by a drone early on Thursday.” The unit was operating at the time. Its operating mode did not change. No fire broke out. IAEA Director General Rafael Grossi repeated that “all attacks on nuclear facilities are unacceptable” and called for “maximum military restraint to prevent the risk of a nuclear accident.”
Rosatom, Russia’s state nuclear company, said the strike caused “minor damage” at the plant’s No. 1 reactor and that the unit continued at 100 percent capacity. Radiation levels were unchanged and within norms. Russian officials and state media attributed the drone to Ukraine. Kyiv had not issued a detailed public claim of responsibility for this specific strike as of Friday evening.
The plant sits at Kurchatov in Russia’s Kursk region, about 60 kilometers from the Ukrainian border — the closest large nuclear site on Russian territory to the front.rferl.org
Bomb Damage Assessment: What Is Known — and What Is Not
Independent satellite battle-damage assessment of Thursday’s strike has not been published. What exists so far is operator and IAEA reporting, not a third-party imagery package.
Confirmed so far:
- Impact point: a cooling tower associated with a reactor unit.
- Plant status after impact: unit remained online; no reported change in operating mode.
- Fire: none reported.
- Radiological consequence: none reported; levels normal.
- Rosatom characterization: “minor damage,” 100 percent power on the cited unit.
What that means technically: A cooling tower is secondary-circuit infrastructure. It rejects waste heat. It is not the reactor vessel, the spent-fuel pool, or the control room. A hit there is not a Chornobyl-style core strike. It is also not a trivial event. Kursk still runs Soviet-era RBMK-1000 reactors — the same family as Chornobyl Unit 4. Those units do not have the large reinforced containment buildings used on modern VVER pressurized-water reactors. A fire, loss of heat sink, or follow-on strike on transformers and switchyards would be the real risk path, not the tower itself.
The assessment gap matters. Cooling-tower concrete can absorb a small drone and look “minor” from the control room while still leaving a hole, cracked fill, or reduced cooling margin in hot weather. Without imagery, “minor” is Rosatom’s word, not an engineering verdict.
This is not the first time Kursk has been in the blast radius.
A Pattern, Not a One-Off
Russian nuclear sites on Russian soil have been targeted or approached repeatedly since 2025:August 24, 2025 — Kursk NPP: Air defenses shot down a Ukrainian kamikaze drone. Wreckage damaged an auxiliary transformer, started a fire that was extinguished, and forced a 50 percent cut at Kursk-3, then the only operating RBMK unit on site. The IAEA said radiation stayed normal. It was the first time Rosatom confirmed a Ukrainian drone had changed output at a Russian nuclear unit.
- July 2025 / early July 2026 reporting — Kursk II: A drone damaged a cooling tower at Unit 2 of the new VVER-TOI plant still under construction. The unit was not operating. Russian authorities reported no injuries and no radiological effect.
- October 7, 2025 — Novovoronezh NPP: Rosenergoatom said a Ukrainian drone was “suppressed by technical means,” crashed into a cooling tower, and left a dark mark. No injuries, no operational damage, radiation normal. Ukraine did not immediately comment.
- November 2025 — Novovoronezh (Russian account): Rosatom later said about eight drones were launched at the site. All were neutralized, but debris damaged main switchgear. Three units were taken offline as a precaution and output cut below 50 percent before recovery.
August–September 2025 — Smolensk NPP: Russia said electronic warfare intercepted attack UAVs over or near the industrial site, including a September 12 incident near Unit 3. No reactor damage was reported. Moscow called the attempts a pattern.
Separately, Europe’s largest plant — Zaporizhzhia NPP in occupied southern Ukraine — has been under Russian military control since March 2022. It is a Ukrainian plant, not part of Rosenergoatom’s domestic fleet, but it is the other nuclear flashpoint. Russia has accused Ukraine of drone hits there, including a May 30, 2026 claim of a strike on Unit 6’s turbine hall. Ukraine denied it. IAEA inspectors reported exterior damage consistent with a drone impact and normal radiation. Greenpeace and McKenzie Intelligence Services later argued satellite imagery did not support several of Moscow’s claims about Ukrainian strikes on ZNPP power lines and said Russia itself has sabotaged off-site supply. All six ZNPP reactors remain in cold shutdown.
The scorecard on Russian-territory plants is therefore: Kursk hit more than once, Novovoronezh hit or debris-damaged at least once, Smolensk targeted and intercepted. No Russian reactor core has been breached. Output has been cut. Transformers and cooling towers have been the actual aim points.
Russia’s Nuclear Fleet: How Big, How Exposed
Russia operates 34 operable reactors totaling about 27,969 MWe, according to the World Nuclear Association. Nuclear power supplied roughly 18–19 percent of Russian electricity in recent years, and a much higher share in the European part of the country. Seven more units are under construction.

Kursk is the weak point for two reasons. Geography: it is an hour’s drone flight from Ukrainian-held or contested airspace. Design: the remaining RBMKs lack Western-style containment. Units 1 and 2 are shut. Units 3 and 4 are the aging graphite-moderated machines. Kursk II Unit 1 (VVER-TOI, 1,200 MWe) has entered the operable list; further units are building. Hitting a cooling tower at an operating unit is therefore not the same as hitting a construction-site tower in July.
From an energy-security standpoint, Russia can absorb a single-unit derate. It cannot treat a campaign against switchyards, transformers, and cooling systems at Kursk, Smolensk, and Novovoronezh as noise. Those three sites sit on the western grid that feeds industry, rail, and military logistics.
The “Energy Truce” That Lasted Less Than a Week
On Monday, September 14, Trump posted that “Ukraine has agreed not to hit Russian Energy targets. Russia has agreed to do likewise,” blaming the Russia-Ukraine war — not the Hormuz crisis — for the diesel spike. The Kremlin called the idea useful and then attached conditions: tanker security and sanctions relief. President Zelensky said Ukraine would reciprocate only if Washington could guarantee Russia would actually stop hitting Ukrainian power, fuel, and food logistics. Both sides kept striking. Ukrainian drones hit the Slavneft-YANOS refinery in Yaroslavl hard enough to halt processing at a major crude unit. Russian drones hit Kyiv-area fuel sites. Then came Kursk.
For oil and power markets, the message is simple. There is no verified energy ceasefire. Nuclear sites are no longer a bright red line in practice, even if every capital still recites one.
That is the escalation. Not a melted core. A cooling tower on an operating RBMK, after transformers at the same site last August, after Novovoronezh, after Smolensk intercepts — and after a presidential claim that energy targets were off the table.
Grossi is right that the next drone does not have to be lucky. It only has to hit the wrong building on the wrong night.
